Korean Language Test Schedule


The Human Resource Development Service of Korea (HRD Korea) in cooperation with the Philippine Overseas Employment Administration (POEA) will conduct another Employment Permit System-Korean Language Test (EPS-KLT) now called Employment Permit System-Test of Proficiency in Korean (EPS-TOPIK) this year on November 14, 2010. Registration for the EPS-KLT (EPS-TOPIK) is set from September 20 to 23, 2010. Registration venues will be announced or posted at the POEA and DOLE websites. Only those who are registered with the POEA E-Registration System and included in the POEA Manpower Registry are qualified to register for the EPS-KLT (EPS-TOPIK).

Interested applicants for employment in Korea who are not registered with the POEA E- Registration System are advised to register online via www.poea.gov.ph. Those who are presently registered and who have not yet taken or passed the EPS-KLT (EPS-TOPIK) and who are interested to pursue employment in Korea must have an active registration status in order to be included in the manpower pool for Korea. Only those with active registration status as of September 19, 2010 are qualified to register for the EPS-KLT (EPS-TOPIK) which will be conducted on November 14, 2010.

QUALIFICATIONS FOR EPS-KLT REGISTRATION (For Korea)
  • Must be between 18 years of age and not more than 38 years old onNovember 14, 2010 (those born between November 15, 1972 And November 15, 1992)
  • Must be physically and mentally fit
  • Must not have any record of conviction or imprisonment for a heinous crime
  • Must have no record of deportation or departure orders from the Republic of Korea
  • Must not be restricted from departure from the Philippines
  • Must be e-Registered with active status in the POEA Manpower Registry
Applicants who are already actively e-registered with the POEA Manpower Registry shall be notified to appear on scheduled dates for pre-qualification and pre-screening at the following venues:

Applicants notified to appear for pre-qualification shall bring with them the original and photocopy of the following documents for verification:
  • Resume with one 2x2 colored picture
  • Valid passport or any valid identification card with picture
  • Valid NBI clearance (for travel abroad)
Only those scheduled for a certain day/date to appear for prequalification shall be entertained on said date.

Charging of placement fees to Guam bound workers illegal


The Philippine Overseas Employment Administration warned anew Philippine recruitment agencies from charging placement fees from applicants bound for the US, including Guam for jobs falling under the H-2B visa category or non-agricultural temporary worker.

The policy, contained in POEA Memorandum Circular No. 10 Series of 2009 issued in September last year is in line with US Government regulations which forbids the charging of recruitment or placement fees from a worker as a condition for employment under an H-2B visa.

POEA has adopted a policy that prohibits charging of placement fees from workers applying for jobs in countries that do not allow charging of such fees since 2001. The US, including Guam, is now one such country that forbids the charging of placement fees from workers. Other countries that prohibit the collection of placement fees from workers are United Kingdom, Ireland, Israel, some parts of Canada like Alberta, Manitoba, British Columbia, Seskatchewan, and Netherlands.

Administrator Jennifer Jardin-Manalili said that administrative charges carrying a penalty of cancellation of license shall immediately be filed against recruitment agencies found violating the no-placement fee policy in these countries.

Manalili also urged jobseekers to visit the POEA website www.poea.gov.ph or call hotlines 722-1144/7221155 or text 2917 for any developments on the Guam labor market.

POEA stops collection of Pag-ibig fees


The Philippine Overseas Employment Administration (POEA) clarified today that is has suspended the collection of PAG-IBIG membership fees from overseas Filipino workers (OFWs) as directed by the Vice President and Housing and Urban Development Coordinating Council (HUDC) Chair Jejomar Binay.

Administrator Jennifer Jardin-Manalili said that POEA is set to meet with PAG-IBIG immediately to conduct further studies and consultations on this issue and discuss a more facilitative mechanism to implement the coverage of workers under the Fund.

In the meantime, pursuant to Republic Act 9679 making PAG-IBIG membership among OFWs compulsory, all OFWs can pay their contributions drirectly through any PAG-IBIG office nationwide.

POEA also said that required insurance coverage for OFWs as provided under Republic Act 10022 will be implemented only after the Insurance Commission issues its guidelines on the matter.

No Passport Processing on August 21


The Department of Foreign Affairs - Office of Consular Affairs (DFA-OCA) wishes to inform the public that in view of the declaration of 21 August 2010 (Saturday) as a regular non-working holiday, all passport applicants with scheduled appointment on said date will be accommodated for processing on August 23 (Monday).

Applicants with appointments scheduled for August 21 but are unable to come on August 23 will still be accommodated from August 24 to 27, from 7 a.m. to 4 p.m.
