Filipinos planning to work in Egypt need to get an employment visa before departure, POEA administrator Hans Leo Cacdac said yesterday.
Cacdac said the Philippine Embassy in Cairo has reported that the Passports, Emigration and Nationality Administration Office of Egypt has required foreigners to secure proper working permits or visas and not tourist or entry visas prior to being deployed to work in Egypt.
The Department of Foreign Affairs said a tourist or entry visa issued by the Egyptian Embassy in Manila or any country cannot be converted into work permit upon arrival in Egypt.
The new ruling is implemented to curb human trafficking into Egypt and to lessen the influx of tourist workers thereby protecting the jobs of Egyptian nationals.

Ban on deployment in Nigeria, Libya and South Sudan lifted
The POEA Governing Board has issued three resolutions lifting the ban on deployment to Nigeria, Libya and South Sudan and instructed the POEA to resume processing of documents of OFWs bound to the said countries.
Nigeria due to improved security conditions in the country and pending complete assessment from the Department of Foreign Affairs (DFA), Department Order No. 80-07, Series of 2007 was issued on 13 March 2007, which partially lifted the ban to allow the processing and deployment of returning Filipino workers to Nigeria who are on vacation and are going to work with the same employers in the same site.
Libya, in view of the improved security and political situation in the country and the clamor on both employers and employee affected by the deployment ban the DFA recommended on the Office of the President to lowering the crisis alert level.
South Sudan, due to the lower crisis alert level from Alert level 3 to Alert level 1.

Balik-manggagawa processing soon at Duty Free Phils
Returning Filipino workers may soon have their exit clearance processed while shopping at Duty Free Philippines in Paranaque City.
Administrator Hans Leo Cacdac said the POEA is setting up a satellite unit of its Labor Assistance Center at the Duty Free Philippines Corporation’s Balikbayan Plus OFW Center for the convenience of returning workers who may wish to have their overseas employment certificate while at the Duty Free Shop.
The Balikbayan Plus OFW Center is a business area that hosts government agencies and private companies for the documentation of overseas Filipino workers and regular travelers.
Cacdac said the POEA labor assistance unit at the Duty Free Philippines is having a test run until the end of March 2012 and will start regular operations soon after.
POEA and Duty Free Phils. are expected to sign a memorandum of understanding to implement the partnership between the two agencies.
The Center will be open from 10:00 a.m. to 5:00 p.m. during weekdays,
excluding holidays.

OFWs: No Longer Allowed to Work in Syria
A report from the Philippine Embassy in Damascus said that the government of war-torn Syria would no longer issue entry visas to foreign workers from the Philippines.
The DFA statement said, “The Philippine Embassy in Damascus
reported to the Department of Foreign Affairs (DFA) that the Syrian
Ministry of Interior issued Decision Order No. 500 dated 04 March 2012
excluding Filipinos from the list of foreign nationals allowed to work
in Syria.”
The new policy banning overseas Filipino workers (OFWs) from Syria would take effect on April1. On April, only the workers from the following countries would be allowed in Syria: Indonesia, Sri Lanka, Nepal, Bangladesh and Vietnam.
